What exactly is needed
to file an application?

The list follows the type of application, what already stands on the plot, and what the local planning and building committee (ועדה מקומית) demands in its information file (תיק מידע). For each document: who issues it, how long it takes, what gets it rejected.

Three groups, three different costs

Document lists present everything as one pile, so consultants get ordered before anyone knows they are needed. There are three groups, sorted by when each is checked.

  • Opening documents: a land registry extract (נסח טאבו) or rights confirmation, a survey map (מפת מדידה), authorisation for the professional filing, drawings. Without them the file never opens.
  • Design control documents (בקרת תכן): structural calculations, consultants' appendices, external approvals. Each gap triggers a round of comments, two to six weeks by committee backlog.
  • Permit conditions: declarations by those responsible for supervision and execution, fees and levies. These block signature, not filing.

The rule: a document describing the plot or the ownership belongs to the opening stage, one describing the design to design control, one naming who executes the work to the permit conditions. Sequence is on our process page.

Who issues each document

Ranges differ between authorities: the low end a registered plot with nothing built on it, the high end a property with historic permits or shared ownership. What follows filing is in the permit timeline.

What each baseline document checks

Registry extract: who signs

The extract proves whoever files holds the rights, so a mismatch stops files in week one: unregistered inheritance, a co-owner abroad, land never registered. Order the confirmation first if it is not yours.

Survey map: the tiebreaker

The survey fixes boundaries, levels and what is built. Drawings that contradict it come back even when the design is sound: the checker returns both rather than choosing. What it missed costs a site visit: one to three weeks.

Information file: conditions

It states which plans apply, where the setback lines (קווי בניין) run and who must sign. Validity is limited, and a replacement may add requirements. Framed as an added storey it returns different conditions from framed as regularisation. See the information file guide.

Authorisation to file

Every rights holder in the extract signs, not only whoever pays. Chasing unavailable co-owners adds two weeks to two months, so ownership is checked before design starts.

Which consultants are triggered

The consultant list follows what the design does, not its size: an addition touching the structural frame needs an engineer, one that leaves it alone may not.

  • A safe room (ממ"ד) triggers the Home Front Command route: openings, wall thickness, position.
  • A public building or business open to the public triggers accessibility.
  • Commercial or public use triggers fire safety and fire service approval.
  • An added unit or a change of use triggers traffic, because parking counts per unit.
  • A basement, new roof or safe room triggers waterproofing; sealed surface, drainage.

Sequence decides cost: a consultant handed drawings that are not final signs a version that will change, and the second signature costs a fee and one to three weeks.

Consultant fees sit outside our fee and the authority's charges: one or two on a simple application, five or more on a commercial one.

Check before it enters the file

  • Check the extract is under three months old; some committees reject older ones.
  • Compare the plot area in the extract with the survey map; explain any gap before filing.
  • Confirm the survey shows levels and existing structures, not only boundaries.
  • Mark against every information file condition who satisfies it and when.
  • Confirm each appendix is signed on the same drawing version, number and date.
  • Pull previous permits before designing, so you know what rights are left.

Files that need more documents

Regularising unpermitted work

The first document is not a drawing but a survey recording what exists, deviation included, then the archive file showing which rights are used. Without both, regularisation cannot be assessed: six weeks to three months by the state of the archive. See legalising structures.

Declared areas and infrastructure

An external approval sits outside the committee's control and does not move until requested: two weeks to three months, by approval type and whether field work comes first. Check in week one if the plot may sit in such an area.

Betterment levy (היטל השבחה)

A valuer's opinion is not a filing document. It arrives after approval or when rights are realised, and a limited window then opens to challenge it. Without figures on the rights before and after the plan there is no basis to argue from. See calculating building rights.

What we do and what you decide

Most clients arrive with an extract and an address. The division of labour is fixed: we order the survey and brief the surveyor, word the information request so the conditions that return match what you intend to build, and coordinate the consultants.

Three decisions are asked of you, not errands: what is applied for, what budget goes to consultants, and when the final drawings are approved. A decision left open a week moves filing by a week, because consultants work in a queue.

For over 15 years we have filed with committees across Israel. Most time is saved during collection, not at filing.

In the feasibility check, which carries no cost, we go through what you hold and say what is valid, what has lapsed and what to order first. Open a feasibility check or call 072-3944444.

Questions and answers

Two to six weeks on a registered plot with a simple application. The slowest item sets the pace, usually the information file by committee backlog or the survey in building season. Regularisation adds the archive file: six weeks to three months.

A new one is issued. The risk is not the delay but changed conditions: a plan approved meanwhile, a consultant not required before, new guidance. With the design finished that means revised drawings and fresh signatures: two to six weeks.

Not where the application changes the envelope or the frame, because there is nothing to check setback lines and levels against. Some authorities accept a valid existing survey where nothing on site changed. A lapsed one adds a review round.

A rights confirmation from the body administering it, the Israel Land Authority or a housing company: a few days to three weeks by the body and completeness of the request. Landowner consent is sometimes needed too, and that is what stretches.

Usually a structural engineer alone, where the frame is untouched and the use unchanged. Touch beams, columns or foundations and the engineer is compulsory. A safe room adds the Home Front Command route and waterproofing, an added unit traffic.

Internal contradictions, not bad design: a survey that does not match the drawings, an appendix signed on an old version, areas counted one way in the schedule and another in the drawing. Each costs a round of two to six weeks.

You can, where the property is registered and the application simple. Two things are better not done alone: wording the information request, because it sets which conditions come back, and ordering consultants before the file returns and names them.
